If you set Fn+F3 to turn off the monitor instead of asking to change power plans, then running PWMOSDV will be the same as pressing Fn+F3.
There are two threads here about tiny programs that turn off the LCD, no need to change the Fn+F3 settings. Here's one:viewtopic.php?f=27&t=80052
He will still probably need a way to run this after he logged off from VNC. A simple delay would do, maybe a one shot task in system task planner.
