The led icons that look like batteries, moons, in green and orange, blinking and not

Can someone point me to a place where they are explained - or mayube give me a short explanation

I have an intiution but would like to know

I see there is a windows executable that is the user manual - but I converted my t23 to linux when the xp drive failed
