Not an apples to apples comparison. Telemetry is integrated in the OS at a much more fundamental level than Google's server based services. You can choose to not use them, you don't have that choice with OS code. Blocking Google with a hosts file or other DNS based blocking method is fairly easy if you don't like Google.
The telemetry service can be disabled in the services control applet in all versions of Windows, even 10. It does stay disabled on reboot unlike Windows Update.
