T40 CPU Upgrade

How does one get a Pentium M 2.0GHz (533MHz FSB - Dothan) to run at full speed in a T40 which has a FSB of 400MHz? I have the latest BIOS and IBM embedded chip updates.

It's not a good idea to use a chip with 533Mhz FSB with a T40. There are chips with 400MHz FSB availables such as P-M 755 (2.0GHz) and P-M 765 (2.1GHz). I would use one of those instead.
-T42p 2374-D03 with Pentium M 765 2.1GHz, 1.5GB RAM, 7k60 HDD, IBM 802.11 a/b/g II wireless, 6-cell battery, and no touchpad
-X61 Tablet 7764-CTO with 3GB RAM and 7k200 HDD
-W500 4061-CTO all stock

No it will run but at a lower speed with a 400fsb, so it is not a good upgrade.

Its not possible. The i855PM does not support the voltage signaling of the 533FSB chips to boot up at 533FSB. Im sure it would be stable if it was supported, but it is unfortunatly not.
