The CPU should run somewhat less than 60 degrees C. Check this with Real Temp. Over 50 degrees C will make the laptop warm on the bottom. How warm depends on the exact temperature of the CPU

You haven't said much about budget or what OS you want. There a T models that come with Windows 10 and 500 GB SSD drive that are reasonably priced, so I suggest one of these. Screens are normally 14 inch on these.

I have an X230 and Ultrabase in the basement here. You need the base with DVD to install an OS on that machine with a CD/DVD. The DVD drive is a UJ8C2 FRU P/N 45N7457.

The X230 is not that old. Mine is running an advanced Insider version of Windows 10. Nice machine

Go to Lenovo Support, enter your full model number or serial number and search for Windows 10 updates. Windows 10 is running so also run System Update and see what it finds.

Switch to Balanced Plan and restart.

Now open an admin command prompt and type powercfg /List to list the plans.

Use powercfg /delete to delete the Airplan plan.

I did this and it has worked for me over the long haul.

If you enable TrackPoint, it is a simple user setting to disable TouchPad. My Touchpad is always disabled.

Getting a good one such as you want for under 500 Euros will be a challenge. My own X1 delivers what you want and I got it with a 1 TB SSD NVMe drive but it was way over 500 Euros. Consider the used marker for one that is about a year old.

"Windows 10 1903: Buggy update slows PCs, breaks Desktop Search, says Microsoft" and no workaround.

It does not seem to have affected me, but has affected lots of people.

I think it must be something to do with the computer make / model and possibly driver updates (including BIOS) . I have had V1903 running on all my machines here since last May and no issues with CPU throttling.
