I'm from Ontario and I bought my T42 from Bill recently. I had to pay both the PST and GST on the declared value. I'm assuming that Quebec is the same. Not sure about the UPS thing since mine was FedEx'ed. But even with both taxes included I still saved around $500 - $600 CAD. Hope that helps you out.
