I support about 20 Thinkpads, mainly T61's but also a few R60's. On a few, every time I power the laptop up, it is at the lowest brightness setting (not just 'not full brightness'; definitely as dim as it can be). In my case, though - at least, according to my notes above - I was able to cure the problem by an uninstall/reinstall. I did have a custom battery range.

Regarding the 'on drive' seagate g-force protection vs. the 'on chasis' APS system, I can imagine benefits to both. Having the sensor 'on drive' could lead to much faster response to 'events' (motion), but also, having a software solution (APS) could offer a richer set of features (pure conjecture)....
