Ok here is the update. ActiveKilldisk did format and erase the drive. With it still connected via USB I insert Windows Installation disk and it saw the drive (with no partition) but it could not install OS because it was on USB. With the new drive in the USB enclosure, run activekilldisk on it. This is assuming that the data that exists on it is useless.
