What kind of resolution and refresh rate are you looking to push? The general consensus seems to be that a GTX 960 is sufficient for 1080p60, 970 / above for higher resolutions.

I have a GTX 960 2GB, and it runs Metal Gear Solid V very well with max settings at 1080p 60fps.

Your bigger problem is that you cannot upgrade from 32-bit Win7 to 64-bit anything. If you really want to use 64-bit Win8 you have to do a fresh install.

A T60p should perform quite well with simple word processing and email usage. However, it would struggle with heavy webpages especially with Flash, or 1080p video playback.

Windows 7 is proven to work well. I haven't tried personally, but there seems to be success stories of Windows 8 as well.
