Temps while idle or modest use is OK but won't tell you much. Those temps are a bit high for my liking. Having said that I'm always one to reapply thermal paste after 4-5 years. Had the exact problem last week with an old Dell 820. Got tired of waiting. Spent 30 minutes and loaded Linux Mint 18.3. Never looking back. I love Windows 7 but Linux these days is doing it for me.

That's a lot of money, tinkering and work on a 10 year old laptop with marginal reward at best. Install the SSD, upgrade the RAM to 4 GB and possibly a T9300 if you can find it cheap. Nothing confusing, just 32 bit OS limitations. Lots have been written on this subject. 32 bit OS will only recognize 3 GB. Some Dell and HP laptops are able to recognize a bit more but never the full 4 GB. Install a 64 bit OS and you can install up to 8 GB on a T61.

I've had this happen a couple of times while installing Windows 7 on various Thinkpads. Instead of trying to find the bug, I simply reinstall Windows and everything works even though the previous install did not work.

Biggest improvement is a SSD. Depending on what and how you use the machine, additional memory and/or a faster CPU may help. For my portable computing needs, I prefer longer battery life vs more heat and a slightly, most of the time unnoticeable, CPU speed.

Doubt it'll improve cooling by any significant amount. Reapplying TIM and cleaning out the interior is the best and is about the only thing one can do. Only way to find out is to try it and find out. I found USB 3.0 flashdrives will not boot on a lot of mostly older machines, not just a T60. For this reason I use USB 2.0 flashdrives.

That seems pretty normal to me. My T60 with a T7200 spikes up to the mid 80s while testing with Prime95. Slightly higher with a T7600. At no time did these became unstable or crash. I'd try a live Linux distro just to see if the problem is software. If it is chirping in Windows but not Linux then a fresh Windows install might be on order. If both chirping is from both OS then it's hardware.
