T400/T500 needs both whitelist removal and slic 2.1 put on separately. I have done this same way years ago with a T500 now running Win 10pro when 10 came out for free in 2014. Still in use by my friend's but they will eventually replace this with newer one some day.

Use your original windows 7 COA key that came with this T400 (look under battery or on bottom of the T400) to install windows 10, Home becomes windows 10, 7 Pro becomes 10 pro. Make sure the graphics is set either discrete or intel in bios. Not switchable.

Get different heatsink with wider fin pitch also fins slightly thicker too, base of the heatsink should be thick. Dell heatsink makes good heatsinks from Optiplex series used for tower. If you can, change the smaller block of aluminum to copper, you should able to drop about 10 to 15C this way. The thermal conductivity is poorer with aluminum over distance. The heatsink is good design by the way.

Again, vacuuming will not fix that. Heatsink requires fan disassembly by take the fan assembly off the heatsink to get at the heatsink's fins properly with a brush and blow it out to finish cleaning. One appreciate 16GB if doing heavy work with large data and heavy software. I do see the difference even with normal use on 16GB. And I use SSD in both T420 and Latitude 3350, only difference in memory size is Latitude's is 8GB while T420 has 16GB and is just a touch slower. Both using matched pair....

There are plenty of dome keyboards that are actually decent and quiet. I have a old Logitech K120 which is still good after several years.

Hey, only way you will know for sure is take one yellow capacitor (small ceramic SMD capacitors and tantalum cap tend to fail shorted) at a time and check resistance like you have done before till shorted part is found.
