You'd get more bang out of pushing the RAM up to 288MB if you haven't already (a pair of PC133 CL2 128MB sticks plus the on-motherboard 32MB). As for the CD drive, you can mod any Ultrabay 2000/Plus optical drive into Ultraslimbay drive by swapping the drive cage frames, if you have a broken/unreliable ultraslimbay drive and a working Ultrabay 2000 drive.

How long can this state of affairs go on is a whole different question. My best guess would be that by the end of the decade these systems will be completely obsolete, although I admit that I'd love to be proven wrong on that one... True, but at some point newer versions of software will require newer CPUs just to run. So he'll be stuck using older versions forever. My suspect is probably that one of the capacitors are done for.
See if you can measure any faults with voltmeter over the capacitors

I use version 6.03 for On Screen Display and it is working fine for my T22, T23, A30p, A31p, T42, T43/p on Windows 7 (and for T43/p the driver works just fine in Windows 8.1 and 10)

I see ghosting on my IPS ThinkPads (T43p and A30p) as well. Those things don't refresh as fast as some other displays.
Also, make sure you are running at 60hz, sometimes these older drivers default to 50hz for resolution like 1400x1050.

I don't know how much this will help you, but used Lenovo/IBM USB Keyboard (Traditional IBM styled with blue enter key but no trackpoint) can usually be had for as little as $10 if you go for used, and after some cleaning they work pretty decently.
