Also, try the latest BIOS. From what I can see, by the time T30 releases, the 2.5Ghz model of P4-M doesn't exist yet, so the out-of-the-box BIOS may not identify it properly.
I did have this problem with my A30 board and 1.2Ghz PIII-M CPU.

Of course, why recommend X3363 just because Q9650 runs at 3GHz yet the X3363 runs at 2.83GHz? This is what you get by paying for? Also triple-check the BIOS power settings that everything related with speed are set to maximum performance.

You can also do a smoke test by connecting the fuse with wire by hand first and disconnect as soon as you discover something is wrong. If everything went alright, and you don't have a dead motherboard, you can cover the fuse with solder, if you are sure that you won't mod this motherboard again.

A top dog CPU for Thinkcentre M58p would be either a Q9650 or a Xeon X3363 if you wanna do socket mod (X5000/E5000 series won't work because of the limitation of Q45 chipset. X3363 is still a lot cheaper than Q9650, and runs at a lower TDP.

It was simply more expandable, given its two bays as opposed to one on a T4x. Back in those days the hard drives were small, and the ability to shove in an extra HDD while keeping the DVD was a great option. Quite handy for copying stuff from one disk to another as well. now this is the fastest way...

had capacitors burnt in my A31p like that before (the ones near the cpu), replaced it with capacitor on a dead T41p motherboard with similar size and problem solved.

Tried T43 even with X300 and the latest version of Windows 10 and Edge, the CPU usage is high, but is pretty responsive after the framework fully loads. Zooming takes time to load, but scrolling doesn't lag much even when it is loading.

Btw, forgot to mention, I encountered way more problems with video playback on Creator's Update (1703) than Anniversary update (1607). I think it might be a conflict problem that only exists after CMOS data loss. I have similar things with BIOS device conflicts on my T22 for some reason, and also solved after me putting a working CMOS battery so that CMOS info doesn't get lost again.

I actually enjoy the MacBook Air and it fits my on the go needs perfectly. It's also my MacOS support machine for my business. For $600 I saved a lot of money verses a MacBook Retina or Retina MacBook Pro with very very limited I/O. Well didn't mention that the new MacBook Pros are even worse buys....
