A not-very-unique opinion here, X200/X201 with Debian. Or X220. You can easily get an X200/X201 for $100 or less. Maybe X220 if you want a crusty beat up one. Well you can go for a SHARP UXGa panel from Dell - I'm happy how it works and how it looks... and what it costs actually :) I was also able to install both ID-Tech IPS UXGA from T43p and Hydis Led UXGA into it, but these are more expensive options. Sorry for the late reply, here is the somewhat maintained fork of it. https://github.com/wolfgang-noichl/magick-rotation
You will need to compile it yourself, but there are instructions there. It just requires a little bit of command-line navigating but it worked perfectly on my X60t.

Oh, nobody mentioned it already, but for writing (haha, using a tablet PC for writing) on GNU/Linux you can use CellWriter, and for screen rotation you can use Magick Rotation. So wait, I have a 600 and it came with 64MB RAM. (32MB onboard + a 32MB stick). I had some 64MB PC100 sticks around and stuck it in, and it only amounts to 128MB. I am assuming that's because the onboard is PC66?

Guessing you plan to run GNU/Linux. On my X60, I have been able to play 1080p videos up to 10Mbps bitrate by using mpv and forcing it to use OpenGL ES with the config file. GMA 950 can use OpenGL ES 2.0. You can play YouTube videos with mpv with the aid of youtube-dl. In browser is a different story...

I currently am using Devuan (https://devuan.org/). They just released 2.0 which is based on Debian Stretch. Mostly recent, stable, and being basically Debian without systemd, it's very familiar. Runs great on all my machines.

That looks like a French-Canadian keyboard, but there aren't labels for any of the French-specific keys. For example É is also where ? is on French-Canadian.
