I have explored this way, but the options for Penryn cpus are basically limited to phc kernel. You can find some info on linux phc website.

I upgraded from 2C i7-2640m to 4C i7-2760qm. The web browsing experience is subjectively just the same. The limit is usually network connection and memory.

Edge is the only one with smooth zoom, touch-friendly longpress menu and nice scrolling behaviour. Since 1903 update you can remove unnecesssry buttons from main bar. I have also faced BSOD issues (DRIVER_IRQL_NOT_LESS_OR_EQUAL, netwlv64) with Intel 4965 AGN and Windows 10. Try various drivers, post your powercfg output, check background activities (OneDrive, Steam, some update tool). Run antivirus, tweak power management settings.

@Bready: Speaking of GPU, there is some BIOS mod available. CPU undervolt is quite easier, try ducking (or googling) "Undervolting Guide" -> RMClock + signed driver for 64bit systems.
