Ah, actually, the system could have a supervisor (aka BIOS) password and it will get past the splash screen and start booting the OS as long as you don't actively attempt to access the BIOS (or remove the CMOS battery). True, but the OP also remarked: tried all sorts...safe mode ...etc/taken batter...

How long does it take to dissolve the epoxy? DMF (1,1,-dimethylformamide) wouldn't actually dissolve the epoxy, as an epoxy is crosslinked and is essentially one huge molecule, but it would soften it enough to let you scrape it out. I have no idea how long this would take, but might guess anywhere ...

About the only thing I could recommend would be to resolder the inductors on the board even if the soldered joints appear to be OK - it's possible one or more of the joints were dislodged/disturbed by the fall. Am I nuts to buy the whole motherboard and put about $150 into this T23? Only if you pay ...

The leads to the battery are spot welded on the battery. The insulation is just that: insulation, and serves no other purpose...

The mechanisms for the keys are complex and delicate, and generally different for every keyboard. But if the key you refer to is now solidly fixed to the keyboard, it seems everything is OK.
