Digging out the actual HD I see right on the label that it looks like it operates with both 3.3v and 5v inputs, am I reading that correctly?

In the Adapter Properties try changing the Power Save Policy from its default "Legacy Power Save" mode to "WMM Power Save" instead and see if that clears things up.
