Every X9100 you've found for your quoted price range has an S-Spec of SLB48 indicating that the core stepping is C0. That is a different animal. With 2GB, I would only recommend the 32 bit versions of whatever OS you use. Don't forget it's not until T60 with an upgraded Core 2 Duo processor that you HAVE to settle with a 32 bit operating system either way. The WiFi card is Intel and so I've ordered a TP-Link USB wireless adaptor from Amazon...

The T9900. It is E0-stepping and although pricey, is nowhere near what you'd pay for an E0-stepping X9100. I think you meant compared to the X9000... All boards compatible with X9100 will work with a X9000 but not necessarily the other way around. And since without BIOS mods you cannot use a X9100 ...

I have had both a T9600 and a T9900 (sweet deal, included on a Latitude E6400 that I paid less than the CPU itself is actually worth!), you can maybe get like 10% more performance in real world but you have to pay more than what the T400 itself is worth to get it, and it also runs 10% hotter because...

Why can't you just use a hair drier on High to dry it out. It'll dry much quicker. Or here in FL, I can just put it on the pool deck for a few mins. I haven't run test logs, but the 3GB one is slower than the ones with 4GB. It's also true with W7 Pro / 64, the 4 GB ones run better. Of course the 8 GB setups I have are much faster, but I'm not upgrading all my backup T61 systems to 8GB because of the cost. The W530 has 32GB so that's a non-issue...
