WTB: original, new or refurbished 9-cell battery for T40

Yeah, I know. Probably a wild fantasy, but I am looking to revive my T40 as a road-use netbook alternative.
I am in Germany, and would prefer a source there or elsewhere in Europe.

I have bought quite a few genuine batteries from ebay and they are available both NOS and used. Panasonic ones are absolutely the best and it is normal for a 5year old Panasonic batt to have say 95% of capacity left.

Well, you must be doing some fancy searching, then, because all I find on ebay is third-party junk. Hundreds of batteries of dubious origin, all for 30€ (which is the first clue that something is wrong).
Do you have any links? (Sorry, what does "NOS" mean?)

NOS = New Old Stock, new stuff that people 'forgot' for a long time.
You can't buy batteries from the USA, there's a postal embargo against it.

I wasn't intending to buy them from the USA, and I'd rather not buy them from the USA if I can avoid it, anyway.
