You're probably looking for something super cheap, but have you checked out any black friday sales? I saw a 19" Samsung widescreen LCD for only $120, so I imagine you can get a 4:3 ratio 17"-19" LCD really cheap.

Just google "black friday ads" and it'll pull up a number of sites, mostly repetitious. http://blackfriday.info was the most organized for each store (by department), but some ads were removed due to concerns from the vendors.
Best Buy is one of the stores removed, so you'll have to find that at one of the other sites.
edit: OfficeDepot has a 19" Hanns-G LCD for $119.99...Very good price- They have quite a few models on newegg (Hanns-G), so it's easy to get price comparisons.
I did some more searching and can't find the Best Buy ad anywhere. No one wants to get sued over something so trivial.

The prices of 19" LCD monitors seem to have been going UP in the last few months. I used to see $120 (after rebate) ones on Newegg a lot more often.
Anyway, the real reason I am writing is to remind you that widescreen 19" LCDs usually, perhaps even always, have 1440x900 resolution, which is a little less pixels than regular aspect ratio 19" LCDs, which seem to be always 1280×1024. But ironically, the widescreen version is usually more expensive!
EDIT: 1280x1024 is actually a 5:4 aspect ratio, whereas "regular aspect ratio" usually refers to 4:3. I apologize for the mistake!

I've had great results from both Samsung and Viewsonic (great monitor, horrible included cables) 19" LCDs, which go for about $200 new for the mid-range models and $120 or so for the low-range models.
The lower-end models are usually analog-only and have response times as slow as 12ms, where the mid-range models are dual-input (VGA and DVI) and have either 8ms or 4ms response.
For many applications or older/slower computers the low-range monitors will perform just as well, but if your PC has a DVI port you really should spend the extra on a better monitor.

There are several types of panels that are suitable for different purposes. The tradeoffs are usually accurate color replication and response time. As you would expect, good color replication (dark blacks and vibrant colors) typically means slower (12-16ms) response times, and fast response times typically means not as good color replication (grey-er blacks and washed out colors).
That being said, low end models usually have only vga, and mid-high end have both inputs as well as component / hdmi / svideo, etc inputs, just as he said.

Lenovo has a new D221 22" widescreen LCD monitor that's only $299.25 if you get it through usa.visa.com before Dec 20. Sounds like a pretty good deal to me.
BTW, I just sold a used 19" 1280x1024 Rosewill LCD monitor on Craigslist two weeks ago for $150. If Tony could buy it from me locally, I would have offered to sell it to him.

Hmm, I don't have a Master Card but do have a Discover Card, and checked the latter's site for special deals just several days ago but didn't see it. Anyway, the Visa site is useful to more people because not that many people have Discover Cards. I ordered a 4-cell slimline battery for my X60s through the Visa site on the 12th. It was picked up in Hong Kong by UPS on the 14th and should arrive in Providence RI tomorrow (17th). That's pretty fast!
