I went through the dispute mechanism twice and was successful both times.

Its unfortunate that you have to go through all this.the seller can simply ignore the dispute. so unless there are 3 - 4 other complaints at the same time, then ebay might do something about it.
I don't think seller can ignore dispute if you open it through eBay and paypal. I know for a fact paypal takes out the funds in dispute from the seller's account and doesn't release them until the issue is resolved from both sides.
As pianowizard said, its definitely worth looking into opening cases both through eBay and paypal before you sell the laptop back and lose a lot of money.

Well, seller can't ignore the dispute, but here's the problem: if the seller doesn't budge and say OK, return the darn thing, it's up to the buyer to prove that the item was not as described which can be time and money consuming, and you don't get refunded for the expenses incurred. Namely, our friend would have to take this X41 to a computer store and have them type a letter to PayPal describing their findings. ..on a $750 item, if you have a friendly store, it may be worth it. On a $250 machine, which has been my case, you're likely to give up...and I did, because I didn't have a friendly computer store.
