I have a stick of 256MB That came out of my T23 when I upgraded to 1GB for sale for $20, including shipping cost. I know the memory works because its what came with the laptop, so no worries about DOA. if it for some reason is DOA when you get it, I'll refund the entire price back.
If you buy the drives I have for sale as well, I'll ship them all together, and take off $5

I've never done it, but sure, I'll ship to canada. I don't know about the free shipping though, it's a tad bit more expensive to ship out of country.
