I think it depends on the model. the ones that were locked to a specific voip provider were cheaper because they were subsidized by the provider, but I'm pretty sure you could get ones that were unlocked from linksys.

looking at the user guide on the website, it appears to be attached to vonage. I don't know if you can get firmwares to unlock it, but it might be possible.
