The bottom of the T23 and previous T2x machines are different, so the board won't fit. You can do something if you got the whole bottom assembly and transferred other parts such as KB and LCD panel.

I'm fairly certain that the T20 started at 700mhz and although that's pretty slow by today's starts, the main culprit on those machines relating to their speed tends to be either RAM inadequate to an updated load of XP (SP3 for instance) and/or the original 4200rpm HDD vs. the more common today 5400rpm drives. If you really want to upgrade the processor, the boards can usually handle up to the 1.0ghz CPUs on there 100mhz bus. The main benefits you get if you upgrade to a T23 board is not only the possibility of the 1.13 and 1.2ghz Tualatin CPUs, but also the 133mhz bus as well as the higher RAM limit.

However, in the process of trying to do all that, you might end up spending enough money where getting yourself and much more updated machine such as a P4 running T30 or even a P M running T4x machine is a better option. These can sometimes be had for down in the $125 range. In that case, selling off your T20 for parts and then adding the costs of what you'd spend to upgrade your T20 might get you in the ballpark anyway.

And the slow speed was probably due to there not being a working battery in it, as well as the AC adapter.
Without battery (i.e. AC only), those T2x machines run ~ 35% slower than the CPU could.
