Using USPS .com is says:

First-Class Mail® International Package*
Maximum Value for Contents: $400.00
Other than rolls: Max. length 24", max length, height and depth (thickness) combined 36"
Rolls: Max. length 36". Max length and twice the diameter combined 42" Varies by country $31.40

If I could fit it in an envelope:

Priority Mail® International Flat Rate Envelope*
Maximum Value for Contents: $400.00
USPS Supplied Envelope: 9 1/2" x 12 1/2".
Maximum weight 4 pounds. 6 - 10 business days $13.45

There is absolutely no way that you can fit a 15" base in a Flat Rate Envelope.

You need a medium size box, flat rate or not, and you're looking at roughly $40 to Germany.

I was sitting at my desk and had to estimate the size. I was hoping for our sakes of course that it would.

Thanks for checking but including customs and the surrounding red tape it's not really worth it for me.
