Is it moral or ethical to download r&r discs from the web or to share them? I assume they require a COA anyway. No? I think it's between a pity and a shame they're not included anymore.

Very well - but I have wondered why IBM/Lenovo does not host downloads of the R&R themselves, that's all. Then people would stop bugging them for media.

Legally, no, morally... grey area... most R&R media is tied to specific hardware... I have many different manufacturers recovery media for machines i either no longer own or never owned(garage sale disks)... Most of them will refuse to install unless on a machine intended for...
But, manual extraction of the system files (or cab files for a full install like Win9x had), and the retail programs that only require a copy and not a full install to work(only type example i have is portable apps, just extract and run).
If someone needs a copy of one I have... I have no moral issues sharing it with em, I mean if they REALLY want to pirate something, there are WAY easier ways. HP and other even sell recovory media without me having to really prove I own the specific machine... just a few $$$ and boom, they are in my mailbox.
