How to answer "Within City Limits" when register L

When I tried to register an account in Lenovo US website, I was asked YES or NO for "Within City Limits". Don't understand what it is. If I answer wrong, is it possible that I am not able to receive stuff I purchased from Lenovo?

Maybe it is asking for taxing purposes when making a purchase? Some places have different tax rates for in town and out of town.

FWIW, please keep in mind Lenovo does not ship internationally.
