Two Questions: HDD Speed and Throttling

Is this OK for HDD to report such low Minimum speed?

Subsequent test had minimum 20MB/sec and CPU-Z is reporting either 3090/3200 or 797.5,Mhz never in between. Does this mean I am experiencing throttling problem?

I ran these tests on battery, but with power plan set to Maximum Performance. Watched my battery meter drop from 4 hrs to 1:18 in 10 minutes. Shouldn't it be sometimes showing 2.6ghz? Same in HWinfo

And HWinfo seems to keep showing 700mhz while CPU-Z goes up and down between 800 and 3200mhz.

It's fine. If it's your OS disk, then sometimes another disk access will cause the head to move away, and cause an abnormal spike downwards. Ignore the "minimum" value as it gives you and look at the end of the graph.
