Advanced dock 2503-10U: fan suppose to be on all the time?

Hello,

I recently bought a used advanced dock and I was wondering if the fan is suppose to be on all the time or does it kick into action when it's needed?

I believe the fan in the advanced dock is on all the time, and it isn't quiet. One member replaced the fan against a quiet Papst fan. He said it's quite difficult to assemble the dock again. Another user cut the power cable to the fan in order to make it quiet.
