"Stock W7" Lenovo T520 always sets refresh rate to 50 Hz

I installed Windows 7 with the MS CD. Now the refresh rate is always 50 Hz when I start Windows. I always set the frequency back to 60 Hz but on each new start the refresh rate sets back to the lower rate.
