Certified reuseable part

I bought a WUXGA panel from a seller in Israel, a Samsung 42T057. It was advertised as new. The actual delivery was a "certified reusable part", in neat factory packaging, with IBM (not Lenovo) sealing tape, and various p/n and other stickers applied to the antistatic bag. It has a "manufacture date" of 2/2013.
I am more curious than complaining. Compared to the numerous offerings of Chinese panels probably salvaged or made in garage shops, this may be the better choice. But I am curious about the provenance. Do you think:
1. This is a dump from an IBM extended support operation?
2. It is just a sophisticated fraud, using stolen packaging materials?
