Is a half-size PCI card slot (that is offered in ThinkPad Dock II) the same as a PCI slot in a standard desktop computer ? (i don't know that much about computers)

Most desktop cases will accept PCI cards that are very long, like eight inches or so.
The half-length slot in a dock will not accept the longest cards, but will handle things like network, SCSI, RAID and other cards.
Yes

It's a 32-bit PCI half size slot as opposed to a full size or 64-bit slot. I think it runs at 66 Mhz. IBM calls it a low profile slot. It will accept most all half-size cards. Yes - it's the same as the ones in a PC. Full size if for the really super long PCI cards. I haven't seen any full size PCI cards in a long time. Most of them are PC on a card systems which the dock won't support anyway.
