why is my battery charging?

In my power manager it says that "to increase battery life you have set you battery to start chargin when below 60& so why does it charge when i plug it in at 94% 85% and more. What am I doing wrong?

I search the site a few days ago and found one person with the same problem he went back into the settings and pressed apply and then it stopped charging. I did that on batter and plugged it back in and thankfully it is not charging, I shouldn't have to do this everytime. I can't find that post anymore could anyone lead me to it so see if the poster updated it.
