Best USB TV tuner with TV-out?

Sorry, if this has been discussed before. but I am looking for a usb tv tuner which has either s-video or RCA video out function, so I can watch and record TV on my T60 and X41T, and hook them to the TV and watch my favourite shows as well.
Not looking for expensive solutions though.

I had an AVerMedia UltraTV USB 300 TV Tuner which worked quite well. Bought it from Newegg. I sold it on ebay a while ago because I just didn't use it very much, but I would still recommend it. Has all the typical video in and out.
