What is tvt packet filter

I noticed that recently a new item in the network properties shows up, a tvt packet filter.
Does anyone knows where it comes from and what is does. On a Australion message board it is speculated it comes with ac.
It caused my corp vpn client ( cisco vpn 3000 client ) package to fail making connections to the vpn gateway. Disabling the tvt option resolves the vpn issue.

A quick Google was most informative. It says TVT stands for Think Vantage Technologies, and the tvt packet filter comes from Rescue and Recovery. I don't use this, don't have it installed, have all the Microsoft updates and am not having any issues with VPN (Juniper Netscreen Remote). ... JD Hurst

I saw that posting, it also speculated it comes with AC. If you have AC installed it seems to rule that speculation out.
I have both AC and R&R installed. Use R&R to keep a working base level up to date. It enables me to do a quick restore after the tcp stack goes haywire.
Current working base level I have is:
Up to date patched Windows XP.
All latest Thinkpad packages, except AC, wireless driver and R&R
Latest version of R&R corrupted my rescue partition, seen similar reports on the internet.
Have tried the latest AC and wireless drivers but that froze the tcp stack, the infamous fn+f5 issues.

I have Access Connections installed (latest version) and have had for eons. No issues here with AC, the TCP Stack or Fn-F5.

I posted this info in Windows OS forum, but I thought I would try putting it here as well.
I found this digging around on the Lenovo support site under the page, Rescue and Recovery 4 Considerations...
Symptom
The operating system crashes after VPN software is installed due to an incompatibility issue with the TVT Packet Filter.
Note: The TVT Packet Filter is designed to enable advanced administrative users to configure the ability to control network traffic on computers that have Rescue and Recovery installed. This filter is not necessary for standard installations.
Solution
If you encounter this issue, run the following commands from a command prompt:
C:\Program Files\Common Files\Lenovo\pfdinst\netsvcinst /remove /cid:"lgl_tvtpktfiltermp"
C:\Program Files\Common Files\Lenovo\pfdinst\netsvcinst /remove /cid:"lgl_tvtpktfilter"
