You can make one set of recovery discs on newer thinkpads. On older ones you need to buy them or get them from someone.
Which model of thinkpad are you referring to?

You can get a free set of R & R disks from Lenovo within 30 days of your purchase.

You can create your own set of recovery disks by selecting Start- Access IBM - create recovery disks.

In general, it isn't free; some, however, have gotten them free because they managed to convince Lenovo that something happened to the system before they even had the chance to burn their own RnR disk set.
