Does your Forum permit warning posts about a risky Vendor

I've checked the various "system notices" and FAQs but cannot see a Ruling on posting warnings about a risky Vendor.
The warning is about a Lenovo/IBM/HP parts merchant that appears under PriceGrabber when I searched for certain brand new Thinkpad accessories. I received used parts (one masquerading as OEM) without any warning of Refurbished parts on the website. When I challenging the vendor I got no response, to my call or email. When I called again I was offered a refund of the purchase (not the S&H) but no acknowledgment of selling used parts as new.
If it was truly a brand new vendor then I would put my experience down to the merchant's inexperience. However, I sense from the seasoned runaround I'm receiving that this vendor has operated for a while, and may be doing this repeatedly; (i.e. purchasing Used and selling as New / OEM.)
Alternatively, I can post a negative report on PriceGrabber and simply place a link in my warning message here.
As a last resort I can simply forward the details to a contact I have a Lenovo's OoP. Maybe they can pressure the vendor to change, improve or desist from carrying the Lenovo Logo on their website?
What do you suggest / permit?
