Power Manager utility doesn't really change power scheme

I just bought this thinkpad X60 1709CTO, did a fresh installation of windows xp sp2. Everything works well before yesterday.
The power manager utility doesn't work now. After using Fn+F3 bring up the 'Choose Power Scheme' window, there is no effect in selecting any power scheme. When I opened the power manager program, it's still nothing selected.
I uninstall and reinstall the power manager driver and utility program for several times. I restored the power options in registry. But it still doesn't work. Any idea? Please help.
I have Symantec antivirus, visual studio2005, macromedia flash and dreamweaver, norton ghost 9 installed.

After create 1 rule, it does not appear !

You probably should find out what all the drivers are. I think you must install other drivers for Power Manager to work. It certainly works on my machine. Go to the support site and download all the drivers for your machine and install them. ... JDH

This didn't work for me. I tried many times.
Finally I have to restore to a previous backup with early version of power manager software and driver. Delete all the related registry keys. Upgrade to the new version. It works.
But I have to say this problem is really annoying.

kill rundll32.exe
start > Run > powercfg /RestoreDefaultPolicies
Launch C:\WINDOWS\system32\rundll32.exe C:\PROGRA~1\ThinkPad\UTILIT~1\PWRMGR.OCX,StartPowerManager or clic on ThinkVantage icon's.
Choose schemes !
Apply
Reboot

hum, it s strange, because after reboot, same pb !!
Power manager start with this command : rundll32 C:\PROGRA~1\ThinkPad\UTILIT~1\PWRMGRTR.DLL,PwrMgrBkGndMonitor
If you kill rundll32, and you start only C:\WINDOWS\system32\rundll32.exe C:\PROGRA~1\ThinkPad\UTILIT~1\PWRMGR.OCX,StartPowerManager, IT S Ok !

For me, the main problem was that I could not activate the profiles.
The solution to this problem (and all the related things described in this thread) is not trivial. But a solution has been posted at

To copy the summary (post 14 is the relevant one):
5 Steps in getting this problem handled once and for all.
1. Go to: [HKEY_CURRENT_USER\Control Panel\PowerCfg\PowerPolicies] and delete ALL the policies.
2. (close first if its open) Open up a Power Manager. (This action will create 4 default profiles when none exist.) Don't worry about not being able to set them just yet.
3. Create any custom profiles that you want. Don't worry about not being able to set them.
4. (close first if its open, as the registry needs to reload), Open up the registry (regedit.exe) and go to: [HKEY_CURRENT_USER\Control Panel\PowerCfg\PowerPolicies]
5. Renumber these (the profile numbers on the left panel) starting from 1.
6. Set [HKEY_CURRENT_USER\Control Panel\PowerCfg]"CurrentPowerPolicy" to an existing number.

Oh, and note post 4 on the blog page above; to remove all the (bogus) entries in the Registry:
1. Click Start, click Run, type cmd, and then click OK.
2. At the command prompt, type the following command, and then press ENTER:
powercfg /RestoreDefaultPolicies
instead of using step 1 above (it's a bit boring to delete 400 or so entries in the registry...)
