System Update 3 not installing all ThinkVantage software

Is System Update 3 supposed to find and install all Lenovo-specific drivers for the model of Thinkpad it is running on? I was pretty sure that was the case, but it does not seem to do that on my new T60p (2623-DDU).
SU3 is installed, and it spent about an hour downloading and installing various bits. However, I immediately noticed that the UltraNav driver was not installed (Fn+F8 brings up an error dialog saying so) and Access Connections is not installed either. I checked for updates again, but nothing. I could manually install those, but I'd rather find out if there is something wrong or misconfigured with SU3.
This is on a fresh install of a boxed version of Vista Ultimate. I did the same thing on another T60, and I'm pretty sure SU3 automatically found everything it needed, but my memory might be failing me here.
