Will the latency make a difference? I am looking at two 512, sixteen chip, 64x64,CL2 sodimms for an upgrade.

CL2 should be a non-issue for the system. I believe that the A30 requires the use of PC133 CL3 memory. Putting in CL2 will not make it any faster. When you do install the new memory, I would suggest running some sort of memory check just to make sure everything is working correctly. You can use
memtest86+ or
PC Doctor for the A30/A31.
P.S. Welcome to thinkpads.com!

Indeed, the difference cannot be perceived in the real world, as it is only visible in synthetic benchmarks.
Unlike the actual change in responsiveness you see when, say, upgrading from a 4200RPM to a 7200RPM HDD.

Played it safe and used one infineon 512mb CL3 stick. Which gives me 768mb on a A30.
