Battery no charging using charge thresholds

I use customize or auto charge thresholds and the battery is not charging when its power is between the two threshold values.
I explain, if I customize threshold between 70 and 100% and battery is 75%, charge keeps permanently to 75% no charging to 100% or discharging to 70%. Its status is "No activity" but AC power is detected. If I modify charge threshold to 77%-100%, battery charge (from 75%) starts charging and it is OK, it charges belong 77% but if I unplug AC power and I plug in it again problem reappears.
I'm running X61 with last power manager 2.08 under Windows Vista.

If you set thresholds between 70 and 100% and the battery is 75% it will not charge because that is what you set yourself.
It will not charge until it is 70% or lower.
Regarding second problem you described.
If you set threshold to 77 and battery starts charging from 75 and there at some point you unplug the AC, chances are you will be already above 77% and Power Manager will not charge until you drop to 75 again.
I tried to be as clear as possible with this explanation.
Bottomline is: your Power Manager works fine, you just have to understand what tresholds do.
Mind you, they also do not work if the machine is not turned on, ie
you set thresholds to 70 and 100 and plug in powered off Thinkpad, it will simply charge, regardless of battery state.

I am having a different variation of this "problem". I've set thresholds on our T43 (working just fine) and on a new R60e. For some reason the R60e is still charging back to an indicated 100% even though the setting calls for "stop charging at 90%".

I had that problem on R51 once. It turned out to be my fault, I disabled one of the power manager services on startup.

Thanks CZOLG, but I mean:
My customize charge threshold:
70-99%
My actual battery power:
75%
Status: No activity, battery no charge to 100% and battery no discharges to 70%, it is permanently to 75%
Is this correct?
Another example:
Charge threshold: 70-99%
battery power: 65%
Then it charges until 99% and then discharges to 70%.
I've been playing around with services trying to improve vista performance, I suppose there is one should be initiated.
