What is "Security Setup Wizard?"

I've got a new Thinkpad in hand that I've getting ready to send my niece. Each time I log into Windows, I get hit with a "Security Setup Wizard". What, exactly, is that wizard all about? So far, I've just been canceling out of it. I'd like to know a bit more about it before continuing.

If I remember correctly, you do that only once, at setup.
It lets you start/stop the built-in firewall and perhaps a few other things.
Go through the motions and make sure to put a decent firewall on, while switching the Windows FW off.

It's probably Client Security Solution or Fingerprint reader's Wizard (provided if there is one installed).
