IBM Finger Print Sensor on IBM ThinkPad X61

I have a Windows XP tablet Ed. X61 ThinkPad Laptop with the integrated finger print sensor. Is there a way, I can disable the "User Enrollment" of the finger print sensor from starting automatically when a user logs into the laptop? I don't want to take the software off the system since the user may want to use it in the future, at his own pace. If there is something in the registry to do that, let me know. I tried IBM but they are no help.

Disable Biometric chip from the Device Manager in Windows. That will stop Fingerprint reader windows from starting up automatically.

CSS would've it's own different settings and the window for it is likely going to be prompted to the user at some point.
