V-sync capable Radeon 7500 drivers?

Hi all,
I'm having little trouble with my T42's Radeon mobility 7500, specifically in that I can't set the v-sync to 'always on', the ATI GUI only gives me the options 'always off' or 'application controlled'.
I'm running Counter Strike (Steam) and as it's based on the dated Half-life engine there is no provision for the application to enable v-sync. The game runs very well with high fps but this only increases the tearing effect.
I understand that the mobility drivers are manufacturer specific and the current IBM version doen't help, I have also tried to install the ATI catalyst drivers via 'mobility modder' but this led to a corruted artifact laden display, which I quickly shutdown fearing hardware damage.
So, if anyone overcome this problem or is able to point me in the right direction I would very much appreciate any information.
