Charging and Power issues

I`ve got a thinkpad R31 (PIII, 256MB RAM, 14inch display,...). I`ve bought it a little time ago and It was "refurbished".
As the battery came out to be completely dead I got a new OEM Li-ion battery on ebay. So far I find it a great deal ( Got it for 4 days). The problem is that when I started the first charge (everyone says Its the most important one) My street had a blackout
. This was about 5 minutes after I started chaging it. But I`ve noticed thet the charging indicator that was yellow when I started became flashing green 2 minutes after I started charging( before the blackout)
I thought it came already charged from the manufacturer ( I know it didin`t seem sensible...) And I turned it on ( Thought I was saved from that boring blackout
)
The battery meter showed 100% when the Windows loaded and it was decreasing slowly. But the at the 93% or 92% and about 20 minutes of usage the notebook turned off. The battery was over...
When the power came back in my street, I charged it with the power on so I could see the on battery information how was the battery. The meter showed that the battery was empty. It charged normal. Took 1h40min , Then I used it for almost 3 hours.
However, the meter of percentage of IBM battery information software stoped at 19% and the windows showed it suddenly at 3% . But I was still able to use the notebook for almost 30 minutes. Then the windows showed 2%, then 1% and finnaly turned off. But the IBM continued stuck at 19% till the end....
My questions are:
1)When is the right time to start charging the notebook for maximum battery lifetime? 20% ? 40% ? Or empty maybe?
2)In My case, how could I recalibrate the battery? would this realy help?
3)My battery information show the battery capacity as degraded( yellow). It says that the design capacity is 57,45 Wh but now it shows the actual capacity as 37,26 Wh .It seems that every time I use it to end it loses something like 2,2 Wh . How can I prevent this? Or maybe fix this?
4)I would like to ask for any special or secret power saving method soo I could make the battery last longer?

BTW: The battery cost US$26,99 + shipping(something like US$12) And it says that has 4800mAh capacity.
