How to stop battery loading when system is turned off?

How to stop battery loading when system is turned off?
I have told vista that my battery is only loaded to 95 percent. However when vista is shutdown and my notebook is connected to docking station, the battery will be fully loaded. What can I do?

Are you sure you haven´t removed the battery and attached it again before that?

Well, the battery charging is controlled via the SMB or PMB and Embedded Controller when the ThinkPad is turned off, but plugged in. I believe you would have to customize the Embedded Controller firmware to change this behavior. Of course you could just unplug the ThinkPad or docking station when you power off the ThinkPad.
