How to Get to WinRE Command Prompt?

Greetings,
I've got a goofy problem, all of my users have been changed to "Debugger Users" (don't know how that happened) so I'm in the need of getting into the Windows Recovery Environment command prompt to do some file renaming which would allow me to enable this account without being an Administrator. However, I can't figure out how to get to the WinRE Command prompt with the Thinkpad, it seems as this is just not present with the "Thinkvantage" loaded.
Also, I don't have a CD/DVD drive on this machine, I have two HDD's one in the ultrabay. Here is what I'm working with:
W500
Vista x64bit Business
8 GB RAM
2 HDD's
Any help in getting to the WinRE command prompt would be greatly apreciated.
