this has happened a few times in the past, and i can't find anything remotely close to a similar issue when i google for it,
once in a while when i try to restore a file from the recycle bin, i get an error saying
cannot move Du39. It is being used by another person or program. close any programs that might be using the file and try again.
i restarted my laptop, it still wouldn't restore, i turned my laptop off, let it sit, and turned it back on, still no good.
i can restore other files already in the recycle bin, and delete others and restore them, just not that one.
the files are on my ultrabay drive, and i'm working in my power user account,
i tried signing in on an administrator account, but the recycle bin there shows up as empty,
any help?

To delete it, right-click Recycle Bin, select Properties and then set the slider for zero capacity. On next boot up reset the slider to 5%. To try to restore it, you could use Process Explorer to search for "du39" and then close the handle that is attached to it. Then try a restore.

i forgot to mention the file name wasn't du39 to begin with, but yeah process explorer did find it, there were like 6 things that showed up saying explorer.exe was using it, killed explorere.exe, and restarted it, the only way i know how to restore a file is with explorer running, and it still didn't work, now after having shut down my computer for a few hours, i go to restore the file from recycle bin, explorer crashes and restarts automatically, then went to restore it again, and it worked. i still don't get it
