"Monitor" vs. "Display" Question

Is there a technical difference between a monitor and a display? I ask, because I have two ways available for shutting off my screen. The first way is to press the Thinkvantage button and select "Power off display." The screen shuts off almost instantly when I use this method. The second way is the Fn+F3 hotkey method. When I use this method, a message comes up on the screen for a moment that says, "Preparing to shut off monitor," and then the screen shuts off.

I've also noticed that, from time to time, when I'm having a problem with something "waking up" my screen when it should remain off, the problem doesn't happen when I use the first (power off display) method. The problem does happen if I use the second "shut off monitor" method. What would cause that to happen, and why does the Fn+F3 "shut off monitor" method take a moment longer and seem a bit more susceptible to problems than the "power off display" method?
