CPU in T42 wont clock down anymore (faulty speedstep?)

Hello,
I have a T42 (2376-HG2). For a couple days now, the CPU does not go into slow mode anymore, it it always on full speed. I also run tp_fancontrol, so I can see the temp going up even in wait-state (I check the task-manager for cpu usage and processes). I.e. fan goes on and off ad nauseum.
I ran a cpu speed measuring program, it showed full speed even when Thinkpad batterymaxizer-setting are on SLOW and also when I set the CPU to slow in the BIOS.
I tried reinstalling power management software and also to reinstall BIOS, the latter does not work, it gives me the message that BIOS does not need updating.
I had some virus's recently but I am not sure there is a connection, as when I run my backup-HDD the problem is also there.
Does anyone have a clue what may be going on with my CPU and know how to fix it?
