external monitor flickering bad when redocking (vid inside)

i found this video: http://www.youtube.com/watch?v=InS9eaHDEi8 which highlights the problem im having, when redocking a machine (even if its been on hibernate and i rehibernate before docking), i get this crazy flickering.
it seems to happen if there is activity outside the "1440x900" area on my 1920x1200 screen (if i move my cursor to the system clock area, it does it, if i move it back to the top left, it stops), this might be purely coincidental though!
i have noticed in the intel display properties that my monitor is 60hz and the laptop display can only do 50hz with no way of matching the two up. i can open/close the lid without any problems so it seems like its able to switch screens alright.
any idea whats going on or fixes would be good, am using x201s/win7, i never had this problem with my old t60/xp machine on the same screen though. i can seemingly fix this by unplugging the power then plugging back in again, so something there is fixing it, cant figure out what though.
